The Albanian-American Enterprise Fund (AAEF) is a non-stock, not-for-profit U.S. corporation headquartered in New York City, with a secondary office in Tirana. It was incorporated in 1995 under the Support for East European Democracy Act of 1989 (SEED Act) and capitalized by a $30 million grant from USAID. Its singular mission is to invest in Albania's private sector and help the country's transition to a market economy. Registry records list AAEF under EIN 13-3826249, with IRS-reported annual revenue of $6,638,985 and $82.2M in net assets in FY2022.
AAEF operates as a mission-driven investment fund rather than a grantmaker. It invests in and lends to private enterprises in Albania, advises portfolio companies on management, disseminates Western business practices, and where useful proposes policy changes to improve the investment climate. Per Tirana Times reporting on its 20-year anniversary, the Fund had directly invested $109 million across 77 investments in 40 Albanian companies, helping create more than 7,000 jobs.
Its portfolio has shaped sectors of Albania's economy, including banking and insurance, Tirana International Airport, the country's largest shopping mall, and the biometric passport and ID system tied to EU visa liberalization. During AAEF's ownership of the American Bank of Albania, the bank extended $977 million in financing to local companies.
In 2009, AAEF created the Albanian-American Development Foundation (AADF) as its legacy organization to carry the work forward inside Albania. While AAEF is legally based in New York, its programmatic activity is directed entirely at Albania rather than at Albanian-American community services in the U.S.
